Description
This evaluation report analyses the impact and effectiveness of the CVA Preparedness Programme across five Sahel National Societies from 2017 to 2025. It finds that the programme successfully strengthened organisational and operational capacity, helping make Cash and Voucher Assistance (CVA) the preferred modality for humanitarian response. The evaluation highlights strong results in scale, speed and accountability, with high beneficiary satisfaction and significant institutionalisation of CVA. It also identifies key challenges, including funding constraints, coordination gaps and the need for improved data management and digitalisation. Overall, it provides lessons and recommendations to sustain progress, strengthen leadership, and support future CVA programming in the region.
