This review examines the effectiveness and impact of Cash and Voucher Assistance Preparedness (CVAP) initiatives of three National Societies (NS) in Europe and Central Asia: Red Cross Society of Bosnia and Herzegovina (RCSBiH), Georgia Red Cross Society (GRCS) and Red Crescent Society of Kyrgyzstan (RCSK). The review focuses on the progress made by the National Societies towards their cash readiness levels, the impact of their responses, as well as the key drivers and blockers that have enabled or challenged the National Societies in delivering cash quickly, at scale and in an accountable manner. This report is based on the terms of reference drawn up by the Swiss Red Cross (SRC), the field visits and exchanges in respective countries and the documentary review carried out beforehand.
