Description

This is the full final evaluation report for the Lebanese Red Cross’s Multi-Purpose Cash Assistance (MPCA) response to the Lebanon conflict (2025–2026). It was a timely, relevant, and highly effective humanitarian intervention that provided flexible cash support to conflict-affected households. It successfully met urgent needs such as food, rent, and healthcare while preserving dignity and enabling choice, reaching over 56,000 individuals across two phases. The programme demonstrated strong cost-efficiency, with 86% of funds delivered directly to beneficiaries, and achieved high satisfaction rates. While it significantly improved short-term well-being and reduced negative coping strategies, its impact on long-term resilience was more limited due to ongoing economic challenges and insecurity. Overall, the response strengthened community trust and highlighted the value of cash-based assistance in crisis settings.
