This case study describes the work of the Viet Nam Red Cross Society to implement a community-based disaster risk reduction (CBDRR) programme for safer shelter and settlements with each family receiving a small cash grant to support their shelter DRR plans. This programme utilised the Participatory Approach for Safer Shelter (PASSA) methodology.
