In response to the 2023 earthquake, the Syrian Arab Red Crescent, supported by various humanitarian partners, implemented a multipurpose cash assistance programme to provide relief to affected families. Over 49,000 households, consisting of around 204,635 individuals, received a one-off payment to enable them to meet their basic needs for three months. This case study examines the impact of this assistance on recipients’ wellbeing.

The Syrian Arab Red Crescent (SARC) provided cash assistance to more than 205.000 people in response to the devastating earthquake that struck in February 2023. In addition, they assisted 122,525 vulnerable people to prepare for the winter. Together, these responses made up one of the largest cash operations that the RCRC Movement has implemented and contributed to SARC’s position as the main actor delivering cash assistance in Syria.

The Syrian Arab Red Crescent (SARC) conducted an evaluation to assess the impact of assistance on households, which included a desk review, post-distribution surveys, focus group discussions and one-to-one discussions with cash recipients, focus groups with SARC volunteers, interviews with key stakeholders. Through this evaluation exercise, SARC aimed to document the impact of the assistance and learn how to increase the impact of cash assistance in future programmes.

It provides three simple collaboration models and several roles and entry points for National Societies to consider in their strategic planning and financing processes with a view to influencing engagement and partnership choices in social protection using cash transfers. Examples have been compiled from Kenya, Türkiye and Ukraine National Societies.

South Sudan Red Cross Society (SSRC) with the support of Danish Red Cross conducted a pilot in 2023 using the Group Cash Transfer (GCT) approach. The SSRC engaged in the GCTs pilot to complement their ongoing strategic priority towards using cash and voucher assistance in their interventions. The GCTs allowed communities to lead the priority setting, design, implementation, and monitoring of their group projects. The overall project aim was to stimulate and create avenues for communities to access food locally and to enable resilient livelihoods for the group members.
