This scoping report, developed under the UNICEF–IFRC partnership with support from NORCAP/CashCap, identifies key gaps, priorities, and opportunities related to the use and coordination of shock-responsive social protection (SRSP) and other cash assistance in emergencies across Central Asia. Based on interviews, surveys, and desk review across five countries—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—the report provides tailored country-level insights as well as cross-cutting regional findings. It offers actionable recommendations to improve coordination mechanisms, preparedness efforts, institutional alignment, and capacity building, serving as a foundational tool to support SRSP localization and inter-agency collaboration in the region.
