CVA in Armed Conflict – the ICRC’s Experience
Register today for the upcoming webinar hosted by the Cash Hub in collaboration with ICRC, where the ICRC’s cash and markets specialists will be sharing experience, learning and best practice, and reflecting on their relevance to the ICRC’s use of CVA in situations of armed conflict. The webinar will take place on Wednesday 28th August 2024 at 11:00 CET. It will last 60 minutes and be delivered in English.
Money is the main means of survival for most people around the world, including in armed conflict. The ICRC’s experience, and analysis of available academic and policy studies of CVA, make clear that the shift to CVA in humanitarian action is a broadly positive experience for people affected by armed conflict. The ICRC’s policy framework and approach for CVA in armed conflict was set out in a landmark 2018 report. One of the report’s important findings is that CVA is often best but not always. CVA has many benefits that are already well known, and ICRC experience suggests that these hold true in conditions of armed conflict too. But our experience of principled humanitarian action in conflict also shows that not all situations are ‘cash ready’ and some that are cash ready may not be ‘cash wise’. Careful needs-based analysis with affected people is always important to work out when and why CVA is appropriate, and when and why other forms of support may be preferred and more likely to deliver the desired humanitarian impact.
