This report was written by Khaled Maadani as part of the MENA CVA Mentoring programme. This paper explores the challenges preventing the Syrian Arab Red Crescent (SARC) from implementing Cash-for-Work (CfW) programs in its livelihood interventions. It examines operational, logistical, financial, and policy-related barriers while highlighting the potential benefits of CfW at both individual and community levels. The paper also offers recommendations to overcome these challenges and enhance the effectiveness and sustainability of CfW initiatives within SARC’s humanitarian response.
