Since the World Humanitarian Summit in 2016, when aid organisations and donors made commitments to the Grand Bargain, there has been a significant and growing body of experience with the provision of cash or vouchers as alternatives or complements to in-kind assistance. As experience with using cash transfers grows, the question is no longer whether cash is an appropriate way to meet the needs of people affected by disasters and other crises, but how organisations, donors and governments can best use and scale up cash programming in response to new and emerging disasters.
Humanitarian organizations and governments have utilized cash and voucher assistance as a relevant, flexible and scalable option to respond to the pandemic. Cash can meet a variety of needs for people and communities in vulnerable situations, in a dignified, safe and appropriate way.
This high-level side event will explore the potential benefits and feasibility of scale-up of cash transfer, its value for the COVID-19response and how donors can best support these efforts. It will provide an overview of cash-based programming, show the importance of cash as an effective, efficient, and transparent method of delivering humanitarian assistance to people in the most vulnerable situations, and explore ways to safely scale up cash-based programming and strengthen local action.
